    The Committee on the Judiciary moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

    Eng. Senate Bill No. 347--A Bill to amend and reenact §11-22-2 of the Code of West Virginia,1931, as amended, relating to providing that the excise tax paid upon the transfer of real property be redistributed from the state to the county where the property is situate; providing for an incremental distribution from the state to a county over five years; requiring a county to dedicate the excise tax exclusively to support the regional jail within its region; and making technical changes.
